IV. SUGGESTIONS FOR ANTI-PIRACY LEASURES ON LAND AND AT SEA

27. These can be divided up into CIVIL, MILITARY and NAVAL measures which are given in outline in subsequent paragraphs.

Civil Leasures.

28.

Detectives to be used in the pirate district. They should be able, by means of mixing with the local inhabitants to discover the names and houses of pirates and obtain information of projected piracies.

29. Detectives at SWATOW, ALOY and other ports to be employed to visit lodging houses where intending passengers await their ships and, if necessary, travel in the ships themselves to give warning to the officers if any trouble is anticipated.

30. Propaganda among the headmen and better class villagers who if they knew they could rely on efficient police and military support would probably assist very materially in keeping suspected persons under supervision.

Lilitary measures.

31. A garrison of soldiers or marines to be stationed in the district with a main barracks at some convenient position and subsidiary posts in small villages and towns. This force to be used for policing the districts and for interception of the piratea at their place of landing after a piracy has been committed or attempted.

32. The main barracks should be in such a position that good and easy communication by road and sea is available with outposts and the various inlets likely to be used by the pirates.

33. Fan Lo Kong at the head of Bias Bay would appear to be suitable for the main garrison with outposts at Haifung and Lufung. (See also paragraph 39 in this connection).

Naval measures.

34. A naval force, provided with suitable bases, to be maintained in the area Bias Bay to Hie che chin Bay

35. Coast watching posts to be established.

Types of vessels recommended.

36. The following are considered to be the most suitable craft for the service required:-

Lestroyers. These have the necessary high speed, armament and see keeping qualities, but have too deep a draught for work close in shore. They are also expensive to maintain at sea on patrol.

Gunboats. lave sufficient armament and sea keeping qualities but their speed is not very high and they have deep draught.
